Hi, this is m first time going to Otakon, and I have a question. All of my friends who might attend are at least 13 years old. However, I have this one friend who's 11.... I'm just wondering, would his parent have to preregister as well (since children below 12 have to be accompanied by adults?)? Also, 13 year olds can run around the convention freely, right?
