I received my badge yesterday, so I am satisfied with the process. Despite the bugs, I thank the Otakon Powers that Be for engaging (albeit a little late) with information that helped us worry less about the outcome.
That said -- there will certainly be some folks who didn't get their badges in the mail, and they will have a Badge Services desk to handle those issues.
